The help key index is generated from:

• ../_meta/help-key-registry.yaml
• Current docs ids in the core.help corpus

Generated output:

• help-key-index.json

Validation rules

1. key values must be unique.
2. app must be a valid app namespace.
3. doc_id must resolve to an existing doc id.
4. app on key entry must match app on referenced doc.

Strict mode fails if validation errors exist.
